Partial modification of the Ministry of Finance (Department of Economic Affairs) Notification No. F. No. 5/7/2003-ECB&PR dated 22nd December, 2003 and Ministry of Finance (Department of Financial Services) Notification No. F. No. 1/3/2016-PR dated 31st January, 2019, the Central Government has decided to introduce Unified Pension Scheme, as an option under the National Pension System for the employees of the Central Government who are covered under the National Pension System.

Dear Office Bearers /Chief Executives of
Affiliates!
Delhi Chalo and
Other Programmes Successful
The NCCPA
had launched a series of programmes from July 2024 for important and urgent
demands of Pensioners and Family Pensioners. We have submitted two memorandums
to the Honourable Prime Minister and the Cabinet Secretary on 29.07.2024 and
05.09.2024. We have submitted the Memorandum on Health related issues on
29.07.2024 to the Honourable Minister of Health & Family Welfare;
Honourable Railway Minister; and the Director General of CGHS. Similarly we
have submitted the Memorandum on Pension related issues on 05.09.2024 to
Honourable Finance Minister; Honourable Minister of Pension & Pensioners
Welfare; and the Honourable Railway Minister. We have conducted local and State
level Dharnas on 06.08.2024; 13.09.2024; and 25.09.2024. We were busy in fixing
appointments and meeting more than 100 (One Hundred) the Honourable Members of
Parliament (both the Loksabha and Rajyasabha) and some Honourable Ministers of
State of GOI also and by handing over the Memorandums to them sought their
support to our both memorandums also. Before the culminating Programme of Delhi
Chalo, our Affiliates have organized Press Meet in many State Capitals and UT
Capitals to propagate our demands and the activities. All these programmes were
successfully launched as per our might. The role of rank and file and the
Affiliated Associations in launching the programmes were really wonderful and
hearty congratulations to them.
Delhi Chalo:
As a
culmination of all the programmes from July to November, a Delhi Chalo (All
India Dharna) Programme was organized on 13.11.2024. Almost all affiliates have
mobilized their active supporters at their own expenses to Delhi and observed
the Delhi Chalo Programme in a most befitting manner. More than 1000
participants were arranged and brought to Delhi and the All India Dharna was
the fine culmination of the series of programmes launched. The only grievance
is that except one Honourable Member of Parliament from Kerala, Comrade V.Sivadasan
Rajya Sabha Member, no dignitaries attended the dharna contrary to the
assurances. Otherwise the Delhi Chalo was a grand success.
Apart from
the leaders of Affiliated Associations the leaders from AIRF (Comrades Pathak
and Comrade S.P. Singh (Jt. General Secretary AIRPWA); leaders from NFPE
(Comrade Janardan Mazumdar Secretary General NFPE; Comrade R.P.Sarang the
General Secretary of AIPEU Postman and MTS; Comrade D.K.Mohanty and P.Suresh
former General Secretaries of P4 and R4 NFPE graced the occasion and many of
them delivered their solidarity speeches too.
The Delhi
Chalo was presided by a presidium consisting of both the Working Presidents of
NCCPA Comrades S.K,Sharma and A.K.Ghosh. The Secretary General NCCPA Comrade
K.Ragavendran delivered his welcome address and explained the 28 demands for
which this Delhi Chalo Programme was organized. Comrade VAN.Nambooodiri the
Patron of NCCPA formally inaugurated the Delhi Chalo. The Honourable Member of
Parliament from Kerala Comrade V.Sivadasan and the dignitaries addressed.
Almost all the representatives of Affiliates of NCCPA barring some due to time
crunch could briefly address. The Memorandum combining our earlier Memorandum 1
and 2 was sent to the Honourable Prime Minister through Proper Channel of Delhi
Police,
Journal for NCCPA:
By that
time to meet in our next Executive, a journal for NCCPA also likely to be
started as we put some experts in Delhi to approach the Registrar General of
Newspapers and get needed permission. Other relevant formalities are over in
connection with the monthly organ of NCCPA.
National Pensioners Day and Honouring Comrade

The next
NCCPA Executive will discuss the issues after our Pensioners Day on 17.12.2024
Web Programme and the further course of action will be decided Our President
Comrade Shiva Gopal Mishra has consented to preside over the Zoom Web Meeting.
Two comrades only are the main speakers to submit papers on the subject
“Milestone Judgment of Nakara and
subsequent distortion by Courts and Govenments”. Comrade C.Srikumar the General
Secretary of AIDEF from the service Organizations and Comrade R.Elangovan the
President of DRPU from the Pensioners Association will be the main speakers. The
details of Zoom Web meeting on 17.12.2024 from 10.00 A.M to 01.00 Noon (3
Hours) will be circulated to all in Emails and also in web sites / Face Book /
Whatsapp.
The next
NCCPA Executive will discuss the issues after our Pensioners Day on 17.12.2024
Web Programme and the further course of action will be decided.

പെൻഷൻ പുനഃസ്ഥാപിക്കണ മെന്നുമുള്ള ജീവനക്കാരുടെയും പെൻഷൻകാരുടെയും ആവശ്യം
തള്ളി ക്കളഞ്ഞുകൊണ്ടാണ് ഏകപക്ഷീയമായി ഈ പദ്ധതി പ്രഖ്യാപിച്ചിരി ക്കുന്നത്.
പെൻഷൻ ലഭ്യമാകാൻ ജീവനക്കാർ വിഹിതം
നല്കണമെന്ന നിലപാട് ആവർത്തിച്ച് ഉറപ്പിച്ച ഈ നടപടിയിൽ കേന്ദ്ര സർക്കാർ പെൻഷൻകാരുടെ
അസ്സോസ്സിയേഷൻ (സി.ജി.പി.എ. കേരള) സംസ്ഥാന കമ്മിറ്റി ശക്തിയായ പ്രതിഷേധം രേഖപ്പെടുത്തി.
10 വർഷം സർവ്വീസുള്ളവർക്ക് അവസാനം വാങ്ങിയ
ശമ്പളത്തിൻ്റെ പകുതി പെൻഷനായി ലഭിച്ചിരുന്നതിനു പകരം 25 വർഷം സർവീസ് പൂർത്തിയാക്കിയാൽ മാത്രമേ മുഴുവൻ
പെൻഷന് അർഹരാവൂ. 80 വയസ്സു മുതൽ ലഭ്യമാകുന്ന അധിക പെൻഷൻ, പെൻഷൻ കമ്മ്യൂട്ടേഷൻ എന്നിവയും ഈ പദ്ധതിയിൽ
നിഷേധിച്ചിരിക്കുന്നതും പ്രതിഷേധാർഹമാണ്.
2004 മുതൽ തുടരുന്ന പ്രക്ഷോഭത്തിൻ്റെ വിജയമാണ്
NPS പദ്ധതി ഉപേക്ഷിക്കാനുള്ള സർക്കാർ തീരുമാനം.

PRESS STATEMENT of
NCCPA
The National Coordination Committee
of Pensioners Associations wish to point out that the recent decision of the
Cabinet to promulgate Unified Pension Scheme (UPS) continues to discriminate
the entire employees recruited after 1.1.2004 due to many provisions. We desire
that the Old Pension Scheme be introduced to all work force irrespective of the
date of entry in service as the basic tenet of milestone Nakara Judgment of
Supreme Court continue to be violated by the Government decision.
The Central and State Government
employees as well the Public Sector and Private Sector workers are agitating
against the NPS and for restoration of OPS to all. The Central TUs and the
independent Federations also time and again organizing strikes opposing NPS.
The fact that due to the political compulsions and due to the dogged struggles,
many State Governments one after another, declared that they will revert to OPS
from NPS. The Central Government held out threats only against any such move of
reverting to OPS. But due to pressure and compulsions, the Central Government
declared a high-power Committee but right from the start it had repeatedly
telling that NPS cannot be abrogated. alleviating
The UPS declared now is not
alleviating many troubles of work force even though the Central Government
realized that giving a paltry sum as pension is not possible hereafter. But in
the name of fiscal prudence the Central Government continues with 10% monthly recovery of basic pay and DA and
surprisingly adds 4.5% additionally to its present share of 14% and gives all
28.5% to private fund managers! The UPS is void of many other aspects contained
under OPS like additional pension and family pension on attaining the age of
80-85-90-95-100; Commutation payment to workers; Last Pay Drawn of 10 months
average Pay before retirement as pension to all 10 years’ service holders etc.
The conditions of UPS are brining it on par with NPS only on many aspects
except assuring 50% Pension and DA at the time of retirement to 25 years’
service holders and introduction of family pension to all.
Therefore, the NCCPA demands that Old
Pension Scheme or the Defined Pension Scheme be declared to all irrespective of
the date of entry and the UPS eye-wash be taken back by the Government. NCCPA
is organizing Delhi Chalo and All India Dharna on Pensioners issues including
UPS on 13.11.2024 and a series of programmes in September – October prior to
that to highlight the issues. NCCPA also declares to stand with the work force
and all the agitations conducted to restore OPS to all.
